President Heithoff called the regularly scheduled June 2008 Elgin Public School Board Meeting to order at 7:30 PM. Board members present were Steve Heithoff, Stan Heithoff, Laurie Waterbury, Mary Bauer, Bruce Anderson, and Scott Beckman. Also present were Principal Fisher, and Dennis Morgan of the Elgin Review. Dr. Fredrickson was absent due to illness.
President Heithoff reminded everyone that a copy of the Nebraska open meeting law was posted in the meeting room.
School board meeting notice complied with Meeting Notice Policy # 204.07.
Bauer moved, Waterbury seconded, to approve consent agenda items #4- approve the minutes from the previous meeting, the regular and Special May school board meetings, item# 5-adopt the agenda, item #6- accept the May 2008 financial report, and item # 7- board bills. Motion passed on a 6 to 0-yes vote.
Correspondence included thank yous regarding the staff appreciation dinner, and a letter of thank you and appreciation from Pope John for working together on the shared Junior High basketball program.
Principals Report- Mr. Fisher reported on; that Graduation was well attended, student credit appeals, athletic field and school grounds turf maintenance, and the filing of NDE end of the year reports. State track and district golf results, NVC basketball games and The FFA leadership conference were also highlighted.
Superintendents Report- Dr. Fredrickson’s report included the transportation report detailing the mileage driven of all school vehicles.
The Board recognized state track meet medalists Matt Anderson, and Clint Meis, and Connor Kinney for representing EPS at the Breakfast of Champions event in Lincoln.
Waterbury moved to approve teaching contracts for Stacy Henn, 9-12 English Teacher, and Joan Stuhr, 3/8 ( three- eighths) Title 1 Teacher for St. Boniface Elementary. Stan Heithoff second. Motion passed with a unanimous yes vote.
Bauer moved to accept a bid of $2768 for drainage work on the southwest corner of the new elementary building from Schmitt Construction. Beckman second. Motion passed on a 6 to 0 yes vote.
Beckman moved to accept a bid of $9840 from Schmitt Construction, for window replacement and door repair. Waterbury second. Motion passed on a 6 to 0 yes vote.
The Board reviewed 403 B Plan details regarding plan administrators.
Anderson moved to order Microsoft Office 2007 for the school computers. Funds are from a Microsoft settlement. Stan Heithoff second. Motion passed on a 6 to 0 yes vote.
Waterbury moved to declare as surplus, 25 school desks for disposal. Beckman second. This motion passed with a unanimous yes vote.
Beckman moved to accept the Dowdy purchase agreement amendments. The closing date was changed from June 15, 2008, to July 15, 2008, and Elgin Public School pays the $100 cost of title insurance. Waterbury second. Motion passed on a 5 to 1 yes vote. Steve Heithoff-yes, Stan Heithoff-yes, Waterbury-yes, Anderson-yes, Beckman-yes, Bauer-no.
The Teacher Handbook was reviewed.
The School phone system has been in need of frequent repair and replacement was discussed.
Staff surveys were discussed.
Beckman moved to enter closed session to discuss classified staff pay, staff surveys, and teacher negotiations to protect the public interest and prevent the needless injury to the reputation of an individual, and that no individual has requested a public meeting. Anderson second. Motion passed on a 6 to 0 yes vote.

The board entered closed session at 9:03 PM to discuss classified staff pay, staff surveys, and teacher negotiations.
The board returned to open session at 10:55 PM.
There will be a NASB School law seminar in Kearney, an open meetings law workshop, in Norfolk, June 24th, and a school finance workshop in Norfolk, July 23rd.
The next regularly scheduled Elgin Public School Board meeting will be Monday, July 14, 2008 at 7:30 PM, in the distance learning room, Elgin Public High School.
Beckman moved to adjourn at 11:00 PM. Stan Heithoff second. Motion passed with a 6 to 0 yes vote.
